Ms. Helena Fehr joined COL in June 1999 as Governance and Programme Officer. Her roles are to assist COL's Chairman and senior management with administrative matters related to the management of the COL Governing Board, and to support COL 's relationships with governments and international organisations. Programming responsibilities include the implementation and management of a pilot project in the Caribbean - The Canada Caribbean Distance Education Scholarship Programme (CCDESP). The purpose of this pilot programme is to explore the possibility of extending the current Commonwealth and Fellowship Scholarship Programme (CFSP), currently being implemented in Dominica, Jamaica, St. Lucia, and St. Vincent & the Grenadines.
Ms. Fehr has more than eight years of experience as a programme developer, manager and evaluator in the field of education. Related experience includes instructional design, conference planning, and programme development and implementation both locally and internationally. Through work, study, living abroad, and travel, she has acquired a broad knowledge of the Pacific Rim, particularly the regions of Southeast Asia, and of Central and Latin America and the Caribbean. Prior to joining COL, Ms. Fehr worked as an independent consultant, completing projects in the areas of tourism research, project design, and implementation in Brazil, Canada, and Cuba .
Ms. Fehr completed her B.A. in Canadian History and Southeast Asian Studies at the University of British Columbia, was a member of the inaugural class at Capilano College's Asia Pacific Management Co-operative Program (APMCP), and obtained her M.A. in Education (Curriculum and Instruction) from Simon Fraser University . Her M.A. thesis focused on an innovative distance education programme for the Cuban eco-tourism industry.
