Welcome to PCF11: Video greeting from COL President.

The kick-off to the Eleventh Pan-Commonwealth Forum on Open Learning (PCF11) in Gaborone, Botswana is underway.

The Commonwealth of Learning (COL) @COL4D and the Ministry of Higher Education, Botswana, represented by Botswana Open University (BOU) @BotswanaOpenUni, will co-host this triennial international event from 10 to 12 September 2025 at the Gaborone International Convention Centre.

In his video greeting, COL President and CEO, Professor Peter Scott @peter_scott, welcomes Ministers, delegates and attendees from across the Commonwealth to gather and share knowledge and experiences, identify significant trends and explore applications of open and distance learning in widening access, bridging the digital divide and advancing the social and economic development of communities and countries.

Under this year’s theme of “Innovative Open Education: Fostering Resilient Societies for Sustainable Economic Development”, the three-day forum will bring together researchers, educators, policymakers, and thought leaders from around the globe to find innovative ways to empower people through learning that leads to economic growth, social inclusion and environmental conservation.

PCF11 promises to be a not-to-missed event for all engaged with the open learning movement in a location of unparalleled beauty and grandeur – Gaborone offers delegates opportunities to experience Botswana’s rich cultural heritage and natural beauty.

See you there!
