The Ministry of Higher Education, Malaysia @MOHEOfficial, has endorsed the Inclusive Open Educational Resources (IOER) Action Plan 2025 2028—a decisive roadmap for equitable, system-wide access to quality learning materials. 

Developed by a national expert group with technical assistance from the Commonwealth of Learning (COL) @COL4D, the plan advances open textbook production, capacity building and revenue-generating micro credentials across Malaysian universities. The IOER policy aligns with the UNESCO OER Recommendation 2019, aiming to improve access to quality educational resources.  

At today’s concluding meeting, COL President and CEO, Professor Peter Scott @peter_scott, commended MOHE’s leadership and reaffirmed COL’s continued support.

Asian regional consultation on Commonwealth micro-credentials credit transfer framework.

The Commonwealth of Learning (COL) @COL4D recently convened the Asian regional consultation on “Developing a Commonwealth Credit Transfer Framework: Micro‑credentials in a Digital Age,” in collaboration with Asia e University @asiaeuniversity in Kuala Lumpur, Malaysia.

Professor Peter Scott @peter_scott, President and CEO of COL, opened the meeting by reaffirming COL’s mandate to support member governments in enhancing credit transfer mechanisms and emphasised how targeted micro‑credentials can deliver just-in-time, affordable skills training across the Commonwealth. Senior education and vocational authorities from Bangladesh, India, Maldives, Malaysia and Sri Lanka joined over 30 delegates in charting a unified strategy to mainstream micro‑credentials within national frameworks.

Inaugurating the consultative meeting, Dato Professor Dr Mohammed Shatar bin Sabran, CEO of the Malaysian Qualifications Agency, emphasised the growing demands for skills training and retraining in the industry and lifelong learning and the relevance of micro-credentials in providing affordable, just-in-time education and training.

Dato Professor Ahmed Ansary, President of AeU, welcomed over 30 participants from five Commonwealth countries (Bangladesh, India, Maldives, Malaysia and Sri Lanka) to the workshop and thanked COL for the partnership in an area where AeU is a leader in Malaysia, with students in over 80 countries.

Participants in the workshop included representatives from Ministries of Education, regulatory agencies/quality assurance bodies, national vocational education and training agencies, and educational institutions. Participants worked in groups to develop a better understanding of micro-credentials and best practices around the world. In working groups, delegates deepened their understanding of international best practices for micro‑credentials and prepared draft country action plans and strategies to mainstream micro‑credentials within their national frameworks.

COL’s President led the workshop with support from Dr Sanjaya Mishra, Education Specialist: Technology-Enabled Learning COL, and Dr B. Shadrach, Director of the Commonwealth Educational Media Centre for Asia (CEMCA) – the regional centre of COL. Dr Mishra stated that taking forward the inputs from the regional consultation, COL will develop a draft framework for micro-credentials that will be shared with member countries and will then provide the necessary support where needed to adopt/adapt the framework.
